The name appeared as earlyas the 8th century and is believed to mean 'Lowland,' or 'Flooded Land.' The origin of Flanders lies in the pagus Flandrensis, an area composed ofBruges and its immediate environs under the administration of theFrankish empire. Thus, in the early European Middle Ages Flanders sharedthe institutions of the Frankish kingdom. With the decay of theseinstitutions under the later Carolingians, the country became feudalizedand was ruled by powerful princes--wealthy landowners--who sought toexpand their territory by force of arms and to safeguard it by buildingcastles. The population, though united under a common rule, was far fromhomogeneous. In the southernmost area it was mainly Gallo-Roman andRomance-speaking; farther north the Frankish settlement had been denser,so that the language was Germanic; and the coastal areas had been settledwith people of Saxon and Frisian origin, of a less civilized way of life.The counts effectively united these peoples into one nation. From the12th century onward, the counts substituted for the old feudal structurean orderly administration and fiscal organization, set up a centralizedjudicial system (using Roman law), and began extensive legislation. Oneof the main starting points of this development was the safeguarding ofpublic order by the counts (pax comitis). The role of Philip of Alsacewas capital in this field. He gave to a great number of towns charters(keuren), the contents of which varied little and which all went back tothe charter of Arras of 1157-63. At the same time, but quite distinctly,the commune movement developed. This led to the establishment in thenumerous, wealthy towns of a town government with a considerable measureof independence. The towns were ruled by aldermen who were administratorsand judges at the same time. The constitutional history of Flanders islargely that of the struggle for supremacy between comital and communalauthority. Finally the central authority was victorious, and in the 16thcentury monarchical authority was firmly established. Representativeinstitutions (estates) had grown up around the counts, especially fromthe 14th century onward; they were largely controlled by the three maintowns of Ghent, Bruges, and Ypres. [Encyclopædia Britannica CD '97] In the time of Cæsar, Flanders was inhabited by the Morini, Atrebates,and other Celtic tribes, but in the centuries that followed, the land wasrepeatedly overrun by German invaders and finally became a part of thedominion of the Franks. On the breakup of the Carolingian empire, theRiver Scheldt was, by the Treaty of Verdun (843), made the line ofdivision between the Kingdom of East Francia (Austrasia) under theEmperor Lothaire, and the Kingdom of West Francia (Neustria) underCharles the Bald. In virtue of this compact, Flanders was henceforthattached to the West Frankish monarchy (France). It thus acquired aposition unique among the provinces of the territory known in later timesas the Netherlands, all of which were included in that northern part ofAustrasia assigned on the death of the Emperor Lothaire (855) to KingLothaire II, and from his name called Lotharingia or Lorraine.1

Note* [Who's Who in Roman Britain and Anglo-Saxon England, Richard Fletcher,Shepheard-Walwyn Publishing Ltd, London, 1984] CEAWLIN (d. 593) was King of Wessex, according to the Anglo-SaxonChronicle, whose chronology however is not reliable for this period, from560 to 593. The annals in the Chronicle relating to his career are castin a tone that suggests that they may derive from a lost Old English epicpoem. For what they are worth, they conjure up a Germanic warlord of thesort celebrated in the surviving epic Beowulf. They show Ceawlin engagedin warfare with his neighbours both Anglo-Saxon and British, winningbatles as at Dyrham in 577, capturing towns such as Bath, acquiring bootyand perishing probably by violence. Bede allotted him an imperium oroverlordship like that attributed to Aelle of Sussex: whatever that mayhave meant to Bede, to us Ceawlin's imperium is as opaque as Aelle's. Itis possible that Ceawlin was responsible for the construction of some orall of the great earthwork known as Wansdyke. If this were so, he mighthave had a greater degree of ordered power at his disposal than thebloody record of the Chronicle suggests. ---------- [Britannica CD, 1997, CEAWLIN] Ceawlin (d. 593), king of the West Saxons, or Wessex, from 560 to 592,who drove the Britons from most of southern England and carved out akingdom in the southern Midlands. Ceawlin helped his father, King Cynric, defeat the Britons at Beranbyrg(Barbury) in 556. In 568, eight years after he assumed the West Saxonkingship, Ceawlin and his brother Cutha severely defeated KingAethelberht I of Kent. Ceawlin's victory over the Britons at Deorham(Dyrham) in 577 led to the capture of Gloucester, Cirencester, and Bath.The valley of the lower Severn River was thereby opened to West Saxoncolonists, and the Britons of Wales were cut off from their kinsmen onEngland's southwestern peninsula. Nevertheless, a king named Ceol seized at least part of Ceawlin's landsin 591. After being defeated by Ceol at Woddesbeorg (or Wodnesbeorg; nowAdam's Grave in Wiltshire) in 592, Ceawlin was driven into exile. He waskilled the next year. The 8th-century historian Bede included him in hislist of seven successive rulers who were overlords (bretwaldas) of allthe lands south of the Humber.1

The annals of the Anglo-SaxonChronicle record some very dubious traditions of his military exploitswhich are assigned dates between 495 and 534. The most intriguing thingabout this shadowy personage is his name, which is not Germanic butCeltic; compare, for example, the king Cerdic of the British kingdom ofElmet in the early seventh century. Whatever may be theimplications---and the possibilities are manifold---the presence of thisanomalous name in the genealogies did not embarrass those who claimed tobe his descendants: 'his kin goes back to Cerdic' was a regular boast ofthe chroniclers who recorded the doings of later kings of Wessex. If the Anglo-Saxon Chronicle is to be believed, Cerdic's operationsoccurred in that area of Hampshire and south Wiltshire extendingnorthwards from Southampton towards Winchester and Salisbury. The rathermeagre archaeological record of the early Anglo-Saxon period confirmsthat this region was one nucleus of the later kingdom of Wessex.Archaeology reveals much thicker Germanic settlement of the upper Thamesvalley, notably around Dorchester-on-Thames which was later,significantly, to be the site of the first West Saxon bishropric underBirinus; but on the early traditions of this region the literary sourcesare silent. It is a reminder (if one were needed) that the origins ofthe political entity later known as the kingdom of Wessex were morecomplex and diverse than we shall ever know. All thesovereigns of England except Canute, Hardecanute, the two Harolds, andWilliam the Conqueror are said to be descended from him. A Continentalealdorman who in 495 landed in Hampshire, Cerdic was attacked at once bythe Britons. Nothing more is heard of him until 508, when he defeated theBritons with great slaughter. Strengthened by fresh arrivals of Saxons,he gained another victory in 519 at Certicesford, a spot which has beenidentified with the modern Charford, and in this year took the title ofking. Turning westward, Cerdic appears to have been defeated by theBritons in 520 at Badbury or Mount Badon, in Dorset, and in 527 yetanother fight with the Britons is recorded.
